Born on the island of Corsica (France) on June 13, 1818. He studied at the Conservatory of Quito, where he earned the title of professor of music and conservatories in Ambato. Europe and South America served as choirmaster at the theater in Santiago de Chile, and began a tour with a company in Peru, but finally settled in Guayaquil in 1841. He took up residence in Las Peñas, where years before they met Simon Bolivar and Jose de San Martin on the future of American independence, where he came to write repeated requests to the music of the national anthem of this country. It is said that only one night of inspiration decided to write the music. Ferdinand I [citation needed] handed him a medal, and the government appointed him head of the army bands.
It is best known as the composer of the current national anthem of Ecuador. The song was released on August 10, 1870, in the Plaza de la Independencia of Quito, with Neumane director.
The same year, Gabriel García Moreno hired him to organize the Conservatory of Quito, where he was director until his death. He was the first director of the National Conservatory of Music in Quito. Documents from other works were lost in the great fire of Guayaquil in 1896.
Neumane died in Quito on March 3, 1871 while leading the Conservatory of Music. His remains were moved to Guayaquil and deposited in the Temple of San Francisco.
Neumane was ideological enemy of García Moreno but retained good relations to the extent that in 1869 Freedom asked a relative of the husband of his daughter Rosa [citation needed]
